Is this the official Google review link?
Yes. It is Google's own "write a review" address for your business (search.google.com/local/writereview with your place ID). We don't redirect it through our site.
Does the link ever expire?
No. It is tied to your Google place ID, which stays the same unless your business listing is removed or merged.
Can I only send it to happy customers?
No, and you shouldn't. Asking only customers you expect to be positive ("review gating") is against Google's policies and the FTC rules on reviews. Ask every customer.
What size should the QR code be when printed?
At least 2 × 2 cm (about 0.8 inch) for close-up scanning, larger for posters. The download is a high-resolution PNG that prints sharply at any normal size.
